Alpine Oil Field Project

The Alpine oil field, located in the Colville River Delta on Alaska's North Slope, is estimated to contain more than 450 million barrels of recoverable reserves. From 1999 to 2000, ASRC Energy Services was part of the team that brought this challenging project to full capacity production. Currently, we are the Alpine maintenance contractor and our Operations and Maintenance group maintains a 99.9% run time at the field.

Regulatory and technical services
AES's regulatory and technical group conducted strategic planning and permitting for the Colville River Unit. Services included:

  • NEPA (National Environmental Policy Act) application preparation
  • U.S. Army Corps of Engineers application preparation
  • Environmental Evaluation Document (EED) preparation, including comprehensive hydrological, biological, geological, and cultural analysis
  • Native relations
  • Government outreach
  • Geographic Information Systems

Engineering
AES Tri Ocean, our Canada-based engineering group, performed conceptual, preliminary, and detailed engineering for the Alpine project. Services also included:

  • Concept selection and logistics studies
  • Drilling development
  • Procurement and construction support for the production facilities of the 100,000 barrels per day oilfield development

The designs conceptualized and delivered by Tri Ocean resulted in the lowest production cost per barrel for production facilities on Alaska's North Slope.

Fabrication and construction
During development, we provided project management, module fabrication assembly and installation, and tie-in and commissioning services.

AES Pipeline, Power, and Communications (PP&C), our union subsidiary, was responsible for construction of:
  • 34 miles of 14-inch sales pipeline
  • 34 miles of 12-inch water line
  • 35 miles of fiber optic cable

Operations and maintenance
ASRC Energy Services was responsible for the overall management of the construction effort for the Alpine separation facilities. We controlled the engineering, fabrication, construction, scheduling, material receipt and staging, documentation, and safety program. We also were responsible for ensuring mechanical completion, performing the functional checkout, and commissioning the Alpine processing facilities. We currently are the operations and maintenance support services provider at Alpine.
